Code of Ordinances, Bedford, Iowa, Section 135.09– No person shall dig, excavate or in any manner disturbing any street, parking or alley without first obtaining a permit from the City of Bedford. All streets, sidewalks, alleys and other public property disturbed must be restored to the condition of property prior to work at the expense of Permit holder and/or property owner.
